So do we have any CPU novice members that could give me some good advice on what to buy for a new computer that could handle RadarScope on PC and Gibson Ridge Radar software. Need something budget friendly that does the job with RAM, memory, and graphic cards.

Of course. You aren't talking about doing anything too graphically intensive with that stuff, so any decent family/home PC should do it. Do you have a budget in mind, or at least an absolute max you don't want to go over? I think I would look at something like Amazon or Microcenter, and maybe NewEgg.
